Sublicence

A permission the licensee passes on to a third party – allowed only if the licence permits it.
A distributor grants the platforms sublicences to the recordings licensed to it by the artist. That is why the artist's licence (and the licences of everyone whose rights the recording contains) must allow sublicensing.
